    Actually honour the mirrors passed in CPANPLUS::YACSmoke plugin

    Even after the last update the CPANPLUS tarball fetch was still using
    default mirror list not the one passed to the plugin.

    I had neglected to notice that mirrors() in plugins is auto_deref

    Honour the mirrors passed in CPANPLUS::YACSmoke plugin

    The CPANPLUS tarball fetch was using default mirror list not the one
    passed to the plugin.

    Also cleaned up the default mirror lists in all the modules and made
    them consistent.

    Now identifies if quadmath is requested

    If -Dusequadmath is specified as a build option then it checks if the
    perl version to be built is capable of being built with quadmath, ie.
    perls >= 5.21.4
