Added locate_comment which finds a # AUTHORITY comment and puts authority there ( thanks NIGELM! )

Add the $AUTHORITY variable and metadata to your distribution

To install Dist::Zilla::Plugin::Authority, copy and paste the appropriate command in to your terminal.

cpanm Dist::Zilla::Plugin::Authority

perl -MCPAN -e shell
install Dist::Zilla::Plugin::Authority
