Changes for version 0.04

Added a precision-limit to latitude/longitude result
Added some basic test code
Removed references to the old method of calculating the offset. In future, occlusions can be handled by calling the main function with modified parameters.
Some documentation cleanup

Offset a Lat/Long in Google Maps

To install Geo::GoogleMaps::OffsetCenter, copy and paste the appropriate command in to your terminal.

cpanm Geo::GoogleMaps::OffsetCenter

perl -MCPAN -e shell
install Geo::GoogleMaps::OffsetCenter
