previously this module used lots of CPU time when limiting the bandwidth use, now we use Time::Hires to sleep for a bit

in lib/Net/FTP/Throttle.pm

To install Net::FTP::Throttle, copy and paste the appropriate command in to your terminal.

cpanm Net::FTP::Throttle

perl -MCPAN -e shell
install Net::FTP::Throttle
