Changes for version 0.019 - 2014-01-19

Added github repo to metadata (via Makefile.PL) and to pods
Dropped Lingua::JA::Jcode, and now use the Jcode module from CPAN (which was originally based on the same code used in Lingua::JA::Jcode). If you were using Lingua::JA::Jcode, just switch to using Jcode.
Changed licence to 'perl' in doc
Specified licence in Makefile.PL
Changed relevant header in pod from COPYRIGHT to COPYRIGHT AND LICENSE

cpanm HTML::Summary

perl -MCPAN -e shell
install HTML::Summary
