Changes for version 1.38 - 2014-11-21

Use Perinci::Sub::To::CLIOptSpec to avoid code duplication and produce nicer list of options for displaying in --help.
Tweak --help output.
REMOVED FEATURES
- Like in Perinci::CmdLine::Lite, now only provide --no-config instead of also --noconfig.

cpanm Perinci::CmdLine
