Spp-2.03 - String prepare Parser

Changes for version 2.03 - 2017-10-14

Spp::Cursor remove load_text() fix bug of OptAst opt-spp-range() Builtin.pm add some tools for estr. lint_spp_ast() add some rule for check type table.
