	Moved evaluation of <!HASH> tags below <!LOOP>'s so that a LOOP can be used
	to create the contents of a <!HASH> tag.  (Lines 1102-1109).

	Change TODAY and FILEDATE functions to use Date::Time2fmtstr instead of 
	to_char.  Also a cpl. of optimizations.

	Convert docs to POD format and add to source file, build for CPAN
