01) Handle correctly Japanese Language in many situation(mail,search etc).

02) Replace Japanese message catalogue.

03) Add  message catalogue.

04) Change locale settings. Pass OMatic.pm to LANG environment value.
    So When install fom, it can use i18n function.

05) add i18n test module.

06) Notification e-mail patch from Nick Stephen.
