	First version, taken from App-makefilepl2cpanfile's private
	  t/lib/Test/Permissions.pm and extended:
	Seven kinds of access: read, write, create, search, exec, delete and
	  sticky.  create is what the private helper called can_revoke_write;
	  can_revoke_write now checks a file's own write bit
	Probe the directory the caller names (default File::Spec->tmpdir),
	  and cache per kind, canonical directory, effective uid and groups;
	  set_cache_scope('device') shares answers across a device
	Every probe checks a baseline, checks that chmod really changed the
	  mode, and counts only EACCES or EPERM as denied
	why_not() gives the reason for a 0 answer; skip_unless_can_revoke()
	  skips a SKIP block with it, natively under Test2::V0
	acl_denies() finds an ACL (or similar) that denies access the mode
	  bits allow
	with_revoked() takes access away for the length of a block and always
	  restores the mode
	permissions_report() describes the environment, for diag()
	Works under taint mode (perl -T)
	Probes never die or warn, restore modes and leave nothing behind
	Messages can be translated with set_messages()
	Needs perl 5.26, because Params::Validate::Strict does
