QScrollBar - Interface to the Qt QScrollBar class

Nothing unusual, everything listed is interfaced.
The %Orientation hash is exported into the user's namespace. The elements of %Orientation are Horizontal and Vertical, and they represent the possible orientations of the scrollbar.
