This rule can normalize strings in the form of:

 Foo::Bar

 Foo-Bar
 Foo/Bar
 Foo/Bar.pm
 Foo.Bar

into `Foo::Bar`, while normalizing strings in the form of:

 Foo:Bar:
 Foo-Bar-
 Foo/Bar/
 Foo.Bar.

into:

 Foo::Bar::
