Defines the attributes for the <action> configuration element
Defines three language independent attributes: acl, name and state

Defines two language dependent attributes: text and tip

Creates or updates the specified action element
action
Deletes the specified action element from the configuration
Toggles the state attribute which has the effect of opening (false) or closing (true) the action to the application
