When building Search::Xapian up to version 1.2.21.0 with CPANPLUS the make command gets into an infinite loop. Reported as bug #692 at http://trac.xapian.org/.
Returns true if this plugin applies to the given Perl distribution.
Patch Makefile.PL if necessary.
