Synchronized with App-GitHooks' changes to fix the detection of the commit message without the possibly auto-generated ticket ID part (GH-2).

Require a commit message.

To install App::GitHooks::Plugin::RequireCommitMessage, copy and paste the appropriate command in to your terminal.

cpanm App::GitHooks::Plugin::RequireCommitMessage

perl -MCPAN -e shell
install App::GitHooks::Plugin::RequireCommitMessage
