Add --action and actions: block, unblock, unblock_all, list_blocked.
[bugfix] Don't die when unblocking an IP fails (e.g. iptables has been cleared).
[ux] Prevent running multiple instances.
[ux] Check for known config parameters and sections, die on unknown param.
