Fixed tests that break when Config::Tiny isn't installed. Changed write_rcfile() to exit automatically.

Simple initialization for command-line scripts

To install CLI::Startup, copy and paste the appropriate command in to your terminal.

cpanm CLI::Startup

perl -MCPAN -e shell
install CLI::Startup
