Updated routine to encode characters in x80-xFF range to Unicode. Also added encoding for complete set of pre-declared entities.

Perl extension for converting CGI.pm variables to/from XML

To install CGI::XML, copy and paste the appropriate command in to your terminal.

cpanm CGI::XML

perl -MCPAN -e shell
install CGI::XML
