Fixed issue with use of Symbol::qualify_to_ref in Perl versions that are 5.12 and lower.

To install Config::apiLayers, copy and paste the appropriate command in to your terminal.

cpanm Config::apiLayers

perl -MCPAN -e shell
install Config::apiLayers
