Changes for version 0.12

Apply "Poor Puppy" patch from Kenichi Ishigaki (charsbar)
Properly ask for the dictionary encoding when running perl Build.PL. This will create t/strings.dat with that encoding.

Alternate Interface To libmecab

To install Text::MeCab, copy and paste the appropriate command in to your terminal.

cpanm Text::MeCab

perl -MCPAN -e shell
install Text::MeCab
