Fix Local.t test count when running on a system that doesn't support negative epochs (like Win32). Patched by Kenichi Ishigaki.

To install Time::Local, copy and paste the appropriate command in to your terminal.

cpanm Time::Local

perl -MCPAN -e shell
install Time::Local
