Changes for version 0.40

Cleaned up Makefile.PL and updated copyright info. Made sure the test-suite runs with strict and warnings enabled. Added a message about strange warnings that may occur during testing. Fixed one test to be skipped in >=5.8.1 as random hashes cause this test to be unreliable.
