Changes for version 0.07

Brought up to date with current code esthetics. Verified it runs on 5.14.2, threaded and unthreaded. Fixed problem in test-suite that was caused by more recent perl's interpreting numerical values as a version number check. Documented that required rotations now need to be specified as string values.

PerlIO layer for encoding using rotational deviation

To install PerlIO::via::Rotate, copy and paste the appropriate command in to your terminal.

cpanm PerlIO::via::Rotate

perl -MCPAN -e shell
install PerlIO::via::Rotate
