Changes for version 1.014

Strengthened test for built-in ModPerl::CScan -- if too old, we force an upgrade to bundled version.
Updated enums.h to have a different #ifndef header/trailer -- apparently on some systems _ENUMS_H_ is already defined.
Updated defines.h the same way, just in case.

scan C language files for easily recognized constructs.

Slurp constants from specified C header (.h) files

in contrib/lib/ModPerl/CScan.pm

To install C::Scan::Constants, copy and paste the appropriate command in to your terminal.

cpanm C::Scan::Constants

perl -MCPAN -e shell
install C::Scan::Constants
