Changes for version 1.39

Alowed for sub countires with no ISO code, such as Shariff Kabunsuan in the Phillipines Thanks to Matt Loschert for pointing this out.

convert state, province, county etc. names to/from code

in lib/Locale/SubCountry.pm

To install Locale::SubCountry::World, copy and paste the appropriate command in to your terminal.

cpanm Locale::SubCountry::World

perl -MCPAN -e shell
install Locale::SubCountry::World
