Changes for version 1.62

Removed POD utf encoding directive from SubCountry.pm again and removed utf8 characters from the POD section. They are still causing errors on selected platfroms and versions of Perl. Replaced with ASCII text. Fix for RT bug 71228

Convert state, province, county etc. names to/from ISO 3166-2 codes

in lib/Locale/SubCountry.pm

To install Locale::SubCountry, copy and paste the appropriate command in to your terminal.

cpanm Locale::SubCountry

perl -MCPAN -e shell
install Locale::SubCountry
