closes #46789: missing or bad config files listed in $args->{files} wipes the merged config hash

Overrinding of configuration variables based on file order

To install Config::Any::Merge, copy and paste the appropriate command in to your terminal.

cpanm Config::Any::Merge

perl -MCPAN -e shell
install Config::Any::Merge
