Changes for version 0.31 - 2014-06-28

Some tests were failing on perls built with -Duselongdouble -- regexp wasn't handling enough digits. RT#66934
Fixed failing test due to regexp serialization format RT#66934
Switched to Dist::Zilla
Added github repo to pod
Reformatted as per CPAN::Changes::Spec
Added COPYRIGHT AND LICENSE section to pod

Quotes strings as required for perl to eval them back correctly

To install Text::Quote, copy and paste the appropriate command in to your terminal.

cpanm Text::Quote

perl -MCPAN -e shell
install Text::Quote
