    my $anno = App::perlimports::Annotations->new(
        ppi_document => $ppi_doc
    );

    print 'skip include' if $anno->is_ignored( $ppi_element );

is_ignored( $ppi_element )

Returns true if the provided PPI::Element is in an ignored line range.
