Changes for version 0.14 - 2020-03-08

Force a system install on non-MSWin32 and non-cygwin as a share install doesn't make sense on non-Windows. (SLAFFAN++ gh#9, gh#10)

Tools required for GNU style configure scripts on Windows

To install Alien::MSYS, copy and paste the appropriate command in to your terminal.

cpanm Alien::MSYS

perl -MCPAN -e shell
install Alien::MSYS
