Changes for version 0.49

Fix some bugs in t/NOK_and_POK.t that did not cater for the possibility that nvtype is __float128
Enable building on Cygwin -Dusequadmath perls. (Add '-lquadmath' link to LIBS.)

cpanm Math::GMPf
