Changes for version 0.717 - 2015-12-07

update documentation for TCP ack, shutdown to include timestamp. Add write_with_flags to documented API for TCP. Make write_with_flags update the internal state of the connection. Optimize DESTROY/_close to write only the packets which are necessary to close the connection.
