support fucking perl's substr'ed string (PVLV) in constructors, perl's SvOK always returns false for such strings unless SvGETMAGIC called. This fucking and inconsistent language must DIE!
tzparse: fix reading of misaligned integers

Relative date object.

Timezone information object.

enable/disable date strict mode.

To install Date, copy and paste the appropriate command in to your terminal.

cpanm Date

perl -MCPAN -e shell
install Date
