Changes for version 0.20120301

Update some table classes.
Quit updating the table of Number::Phone::JP::Table::Fmc. It will be deprecated because Ministry of Internal Afairs and Communications of Japan stopped updating this table. They said the number which is prefixed with "060" is currently no longer used by any telecommunication business operator.
