BANK OF MONTREAL LOWERS CREDIT CARD RATE
  Bank of Montreal said it will reduce the
  interest rate it charges on outstanding MasterCard balances to
  18.3 pct from 21 pct, beginning in July.
      The bank said it will continue its policy of not charging
  any annual fee or transaction fees to credit card holders.
