Reverted change to pm_to_blib that causes write-only directory paths to be created

Inventory management of installed modules

manage .packlist files

in lib/ExtUtils/Install.pm

To install ExtUtils::Install, copy and paste the appropriate command in to your terminal.

cpanm ExtUtils::Install

perl -MCPAN -e shell
install ExtUtils::Install
