fixed bad parsing of response from cpanmetadb, which resulted in invalid failures for dual-life upstream-blead modules when check_dual_life_versions = 0

Check that no prerequisites are declared that are not part of core

cpanm Dist::Zilla::Plugin::OnlyCorePrereqs

perl -MCPAN -e shell
install Dist::Zilla::Plugin::OnlyCorePrereqs
