js/: move all core JS files to js/core
bin/mfile-www: start refactoring startup script to support "standalone" and "derived distribution" modes
Resource.pm: more annotation of the JavaScript initialization code
config/WWW_Config.pm: add config parameters that will be needed for "standalone" and "derived distribution" modes
t/pod-coverage.t: fix typo in test that was causing it to fail on one platform
