Changes for version 0.019 - 2026-01-12
- Fix version in Windows test.
- Deactivate .github/workflows/perltest.yml.
- Allow using any dotenv filepath.
- Add test utils.
- Include dot files in t/ in the build. Needed for testing.
- Rename dir script/ to bin/ to match with Dist::Zilla::Plugin::ExecDir defaults.
