switch packaging to Dist::Zilla, which makes the distribution installable again on perl 5.27.7 (See RT#123867)

To install Module::Manifest, copy and paste the appropriate command in to your terminal.

cpanm Module::Manifest

perl -MCPAN -e shell
install Module::Manifest
