Changes for version 2.12 - 2017-04-17

Update pre-reqs for DateTime::Format::Strptime from V 1.61 to 1.73 to pick up DateTime::TimeZone V 2.09, which in turn keeps the Perl toolchain happy.
Ensure tests run under Test::More V 1.001002.
