Changes for version 0.3 - 2002-12-03

revamped to_utf8() to handle multibyte character sets. It is no longer recursive, and didn't really need to be in the first place.

To install MARC::Charset, copy and paste the appropriate command in to your terminal.

cpanm MARC::Charset

perl -MCPAN -e shell
install MARC::Charset
