Changes for version 0.17 - 2016-04-21 (TRIAL RELEASE)

Makefile.PL now checks for a working compiler using ExtUtils::HasCompiler (inlined into the build) rather than ExtUtils::CBuilder

more Makefile.PL updates - these contain slight functionality changes, hence the trial release
