update internal list of warnings for categories added in 5.28.0 (no behaviour change)

turn on strict and make most warnings fatal

enable or disable strictures additional checks

To install strictures, copy and paste the appropriate command in to your terminal.

cpanm strictures

perl -MCPAN -e shell
install strictures
