Merge all changes from blead perl.
Try to restore compatibility with older perls, which don't have a 64bit capable localtime/gmtime.

To install Time::Local, copy and paste the appropriate command in to your terminal.

cpanm Time::Local

perl -MCPAN -e shell
install Time::Local
