Changes for version 0.21 - 2006-06-07
- Add a missing definition in the header file in order to avoid a warning under -Wall.
- Cope with non-UTF8 strings on input. If we see something that doesn't have the UTF-8 flag set, convert to UTF-8 before passing to genx.
