- as a precaution, create empty _config hash when no instance parameters are provided

- fix semantic versioning to prevent bumping to x.y.00 when previous had patch level >=10

- document existing behavior on systems without os-release: does not fail, platform() reports OS from Config

read operating system details from standard /etc/os-release file
