stopped trying hard to find cpan mirror in the hard drive, and try downloading index files if necessary. Set ACME_CPANAUTHORS_HOME environmental variable to use local indices.

cpanm Acme::CPANAuthors

perl -MCPAN -e shell
install Acme::CPANAuthors
