Changes for version 0.13

Correct numbers in test scripts.
Updated the FTN::Packet TODO file.
Reorganize documentation in lib/FTN/Packet.pm: moved the ACKNOWLEDGEMENT section, added a BUGS section, and added to the SUPPORT section.

Reading or writing Fidonet Technology Networks (FTN) packets.

To install FTN::Packet, copy and paste the appropriate command in to your terminal.

cpanm FTN::Packet

perl -MCPAN -e shell
install FTN::Packet
