Net-HTTP2-nghttp2-0.012

Changes for version 0.012 - 2026-10-16

submit_headers queues a HEADERS block on a stream, wrapping nghttp2_submit_headers, so a server can send a 1xx response such as 103 Early Hints before the final response (GitHub #2).
t/24-frame-send.t passes with libnghttp2 1.69.0 and newer, which cancel a queued RST_STREAM once its stream has closed (nghttp2/nghttp2#2578); each version's behaviour is checked exactly. Fixes the 0.011 test failure on current libnghttp2 (GitHub #1, Joshua S. Day).
